Kevin Drum writes the article I wish would have been written in the spring when Rep. Paul Ryan’s budgetary framework was released for public consumption. As is relates to his ‘premium support’ proposal, I’ve made the point in the past that it’s not actually ‘premium support’ as it was originally introduced. Rep. Ryan’s desire to tie the proposed Medicare ‘premium support’ to consumer indices, which traditionally grows much slower than healthcare inflation, makes the program much more like a voucher than anything else. He can call it whatever he wants, but it is what it is.
